520			_aThis manual for Competency-Based Learning Materials (CBLM) Development was prepared by the Curriculum and Training Aids Development Division (CTADD), National Institute for Technical Education and Skills Development (NITESD) to provide complete guidance in the development of learning materials that aids the learner in achieving the required competency (knowledge, skills, and attitudes) of a qualification based on existing industry standards. The CBLM is among the vital documents supporting the Competency-Based Training (CBT) approach and focuses on the knowledge, skills and attitude that a learner can demonstrate – in a practical way – for a given qualification. The CBT approach is being promoted by TESDA to address the gap between training and employment.
